Dear Colleagues,
1. Convening this gathering on the situation in Afghanistan is a timely initiative. We are here to discuss some of the immediate consequences of recent developments. Let me share India’s views.
2. As a neighbouring country of Afghanistan, we are naturally concerned about the developments within that country and their external repercussions. India has a historical relationship with the Afghan people and those long-standing links guided and will continue to guide our approach.
3. With regard to safe passage, most Indian nationals were able to leave Kabul in August. A number of Afghans, including minorities, who were desirous of travelling to India also managed to do so. But these processes could not be completed due to the situation at the airport. Their resumption is, therefore, a priority.
4. You are all aware that India has a strong record of development partnership in Afghanistan. This includes more than five hundred projects spread across the country. They cover critical areas of power, water supply, road connectivity, healthcare, education, agriculture and capacity building.
5. Our humanitarian assistance has, in the past, been appreciated by the Afghan people of all communities and regions. They include multiple shipments of wheat and those of high protein biscuits. We were also responsive to medical needs during the Covid pandemic.
6. Regarding counter-terrorism, we are all clear that the use of Afghanistan’s soil to promote terrorism in any manner by any country is unacceptable. The Taliban has made public declarations to this effect. It is absolutely essential that they live up to their words.
7. The international community must remain both responsive and united at a time of crisis. Our collective approach has been articulated by UNSCR 2593. The world seeks an Afghanistan free of terrorism, providing unhindered access for humanitarian assistance, respecting the right to travel, establishing an inclusive government and upholding human rights, especially of women, children and minorities. It should not countenance interference in its affairs by external players, especially those who are intensifying violence even at this difficult time. It is only by remaining true to our professed principles that we can make a meaningful contribution to Afghanistan at this time.
