Joint Statement on Strengthening the Strategic Partnership between India and Mongolia (October 14, 2025)

At the invitation of Her Excellency Smt. Droupadi Murmu, President of the Republic of India, His Excellency Mr. Khurelsukh Ukhnaa, President of Mongolia, undertook a State Visit to the Republic of India from 13 to 16 October 2025, marking the 70th anniversary of the establishment of diplomatic relations and the 10th anniversary of Strategic Partnership between the two countries.

2. During the visit, President Khurelsukh Ukhnaa met Her Excellency Smt. Droupadi Murmu and held comprehensive and substantive discussions with the Prime Minister of India, His Excellency Shri Narendra Modi, as well as with other senior officials, including leaders of the Parliament and Government, in an atmosphere of warmth, mutual respect, and shared commitment to deepening the Strategic Partnership between India and Mongolia.

3. India and Mongolia are bound by deep-rooted civilizational and spiritual linkages, underpinned by shared values of democracy, freedom, and mutual respect. The two nations enjoy a long-standing tradition of cultural affinity and people-to-people connection. As Strategic Partners, Spiritual Neighbours and Third Neighbours, India and Mongolia stand together as trusted partners in pursuing their respective developmental aspirations.

4. Since the historic visit of Prime Minister Shri Narendra Modi to Mongolia in 2015, bilateral relations between the two countries have undergone a qualitative transformation, characterized by enhanced mutual trust, expanded cooperation, and strengthened strategic convergence. High-level exchanges have deepened, institutional mechanisms have been consolidated, and collaboration has broadened across the political, security, economic, and cultural domains.

5. Looking ahead to the coming decade, both sides reaffirmed their determination to sustain this positive trajectory, promote regular high-level interactions, and fully utilize established mechanisms to further consolidate bilateral relations. Guided by the vision and strategic direction of their respective leaders, the India-Mongolia Joint Committee on Cooperation (IMJCC) co-chaired by the External Affairs Minister of India and Chief Cabinet Secretary of Mongolia, will continue to identify new areas of collaboration, monitor implementation, and ensure coordinated progress through various sectoral dialogues and working groups.

6. As developing nations with strong growth potential and rising aspirations of their peoples, Mongolia and India place their people-centric development partnership at the core of their bilateral engagement. The Mongol Oil Refinery Project, being implemented with the support of a US$ 1.7 billion Line of Credit extended by the Government of India, stands as a flagship initiative and a vital component of Mongolia’s sustainable energy strategy. Both sides reaffirmed their commitment to ensuring the project’s procedural facilitation, timely implementation, and long-term financial and operational sustainability, recognizing its significance in enhancing Mongolia’s energy security and contributing to regional economic development.

7. The two sides acknowledged that capacity building is a key aspect of the development partnership, with important projects supported by India such as the Atal Bihari Vajpayee Centre of Excellence in Information Technology, Communication and Outsourcing, and the India–Mongolia Friendship School. The two sides welcomed the signing of the Memorandum of Understanding on Quick Impact Projects (QIPs), through which India-funded initiatives will contribute to grassroots development, strengthen social infrastructure, and support Mongolia’s regional development vision.

8. Recognizing that economic cooperation between the two countries has yet to reach its full potential, the two sides resolved to intensify efforts for further expanding and deepening economic relations. Building on their relationship as Strategic Partners, Spiritual Neighbours, and Third Neighbours, and grounded in mutual trust, both sides underscored importance of further expanding and deepening economic cooperation.

9. Both sides reaffirmed their shared commitment to strengthening resilient and mutually beneficial supply chains and agreed to deepen cooperation in the renewable energy sector. The signing of the Memorandum of Understanding on Cooperation in the Field of Geology and Mineral Resources between the Ministry of Mines of India and the Ministry of Industry and Mineral Resources of Mongolia marks a new chapter in bilateral cooperation, paving the way for technological exchange, and the sharing of expertise. In this regard, they agreed to lay the groundwork for collaboration in exporting Mongolia’s key mineral resources to the Indian market, including coking coal and copper, with a view to fostering shared industrial development and economic growth.

10. The Mongolian side expressed its appreciation for India’s global leadership in the fields of renewable, nuclear, and conventional energy, as well as its significant contribution to the global energy transition through the pioneering initiative of the International Solar Alliance. Both sides agreed to explore the renewal of the Memorandum of Understanding on Renewable Energy Cooperation which reflects their shared aspiration to advance clean energy development, foster innovation, and elevate bilateral energy cooperation to a new level, promoting sustainable and inclusive growth for the mutual prosperity of the two nations.

11. Both sides underscored the importance of seeking new transport and logistics linkages to expand bilateral trade and economic cooperation. In this context, they agreed on the value of jointly exploring the potential of third-country ports and transport corridors, exchanging experiences in road and rail connectivity, and further enhancing cooperation by examining possibilities for establishing regular direct flights and increasing transit services between the two countries.

12. Furthermore, both sides recognized the vast potential to expand and develop cooperation in the agricultural and livestock sectors, making it an important pillar of economic collaboration. Noting Mongolia’s rich livestock resources and India’s world-renowned expertise in processing wool, particularly for carpets and textiles, the two sides agreed to leverage their complementary strengths to enhance cooperation in raw material supply, processing and manufacturing, technology transfer, and human resource exchange, with the aim of jointly producing value-added wool and cashmere products for the global market.

13. Capacity building continues to serve as a cornerstone of the India-Mongolia development partnership. India’s assistance for the establishment of the Atal Bihari Vajpayee Centre of Excellence in Information Technology, Communication and Outsourcing will enable the training of over 1,000 Mongolian youth annually in advanced technologies, including artificial intelligence and related fields.

14. Both sides agreed that the India-Mongolia Friendship School represents a significant milestone in the education partnership between the two countries, providing quality education to approximately 1,200 students each year and contributing meaningfully to the development of Mongolia’s future generations.

15. To commemorate the 70th anniversary of the establishment of diplomatic relations, the Government of India announced 70 additional slots for Mongolian nationals under the Indian Technical and Economic Cooperation (ITEC) Programme for 2025–2026, thereby further deepening cooperation in human resource development. The two sides agreed to work together to identify and advance practical avenues for implementing training and capacity-building programmes for 1,000 Mongolian English language teachers, encompassing beginner, intermediate, and short-term courses.

16. The two sides praised the strong foundation of cultural and people-to-people ties in the India-Mongolia partnership. They highlighted the long history of spiritual and cultural connections that continue to strengthen mutual understanding and friendship, and further noted that these enduring links have been reinforced through initiatives such as the exposition of sacred relics in Mongolia, the education of Mongolian scholars in India, the reprinting of ancient Mongolian manuscripts, the modernization of manuscript preservation facilities, and the renovation of the Bogd Khan Palace Complex.

17. To give new impetus to people-to-people ties, the Indian side affirmed that all electronic visas will be provided on a gratis basis to Mongolian nationals. The Mongolian side will also explore to grant e-visas to Indian nationals. The two sides welcomed the joint adoption of the 2025–2029 Cultural Exchange Programme as an important step in promoting broader cultural engagement between the two countries.

18. In the field of defence and security, India and Mongolia reaffirmed their commitment to strengthening cooperation and exchanges through military exercises such as Nomadic Elephant and Khaan Quest. The Government of India’s decision to establish a Defence Wing with a resident Defence Attaché at the Embassy of India in Ulaanbaatar, aimed at further exploring and intensifying defence cooperation, was welcomed by the Mongolian side.

19. The two sides strongly condemn the terrorist attack in Pahalgam. Recognizing that terrorism and violent extremism posed a grave threat to entire humanity, both sides reiterated their strong condemnation of terrorism in all its forms and manifestations including cross-border terrorism. The two sides reaffirmed that terrorism cannot be justified on any grounds whatsoever and reiterated their zero tolerance approach to terrorism. The two sides also reiterated their strong determination to eliminate terrorism wherever it is to be found and urged the international community to strengthen the efforts to counter and prevent terrorist financing and agreed that resolute and credible steps must be taken to eliminate safe havens for terrorists and their activities. India and Mongolia also reiterated their commitment to working together in this regard, including the finalization of the Comprehensive Convention on International Terrorism.

20. The two sides noted the importance of maintaining close coordination in multilateral fora and working together to advance the interests of developing countries, including through platforms such as the Voice of the Global South Summit. Mongolia appreciates India’s commitment to building a more inclusive, representative and multi-polar international order and India appreciates Mongolia’s call for a ‘multi-pillar’ world, built on shared pillars of dialogue, trust, and cooperation. Two sides share a common interest in shaping fairer and more representative global institutions. Mongolia, in this regard, re-iterated its firm support for India’s candidature for permanent membership of the United Nations Security Council.

21. His Excellency Mr. Khurelsukh Ukhnaa, President of Mongolia’s State Visit to India marks a significant milestone in this enduring partnership. The two sides agreed to maintain regular contact, deepen cooperation across all domains, and advance their shared vision of a stronger Strategic Partnership that contributes to peace, prosperity, and stability in the region and the world in the decade ahead.

22. His Excellency Mr. Khurelsukh Ukhnaa, President of Mongolia extended a warm and cordial invitation to Her Excellency Smt. Droupadi Murmu and His Excellency Shri Narendra Modi to undertake a State Visit to Mongolia, underscoring the close friendship and deepening ties between the two nations.
