ATROCITIES AGAINST HINDUS

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether incidents of alleged atrocities against Indians especially Hindus living abroad have risen during recent years;

(b) if so, the details thereof during each of the last three years and the current year, country-wise particularly in Pakistan and Bangladesh;

(c) whether any agreement has been signed to ensure the safety and dignity of the minority Hindus residing in these countries;

(d) if so, the details thereof; and

(e) if not, the steps taken/proposed to be taken by the Government to raise this issue at the appropriate fora so that such incidents do not recur in future?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) & (b) Government has from time to time come across reports of problems being faced by members of minority communities in foreign countries, including minority Hindus in Pakistan and Bangladesh, through media, NGOs and human rights Organizations. These members of the minority community are primarily citizens of those countries and are not Indian citizens. We do not have confirmed information about the exact number of such alleged atrocities.

(c) to (e) It is the primary responsibility of the respective foreign Governments to discharge their obligations towards all their citizens, including those that belong to their minority communities.

Based on reports of persecution of minority groups in Pakistan, the Government has taken up the matter with the Government of Pakistan. The Government of Pakistan has stated that it is fully cognizant of the situation and looks after the welfare of all its citizens, particularly the minority community.

In respect of Bangladesh, it has been conveyed on various occasions to the Government of Bangladesh that such incidents have an adverse impact on public sentiments in India, which, in turn, have the potential of affecting bilateral ties, and should be strictly dealt with. The Government of Bangladesh has conveyed that it is committed to safeguarding minority rights; that many of the incidents are not communal in nature and arise from disputes of a political or private nature and that stern action would be taken against the culprits.

No agreement has been signed or is proposed to be signed by the Government of India with these foreign governments.
