Shri P. Kumaran, Secretary (East), Ministry of External Affairs visited the Kingdom of Cambodia from March 21-23, 2026.
2. During his visit to Phnom Penh, Secretary (East) held bilateral talks with his Cambodian counterpart, H.E. Un Kheang, Secretary of State, Ministry of Foreign Affairs & International Cooperation, Kingdom of Cambodia. Both sides had comprehensive discussions on bilateral cooperation in diverse areas including political, economic, commercial, trade and investments, defence and security, development partnership, connectivity, capacity building and cultural cooperation, physical and digital connectivity, etc. Both sides expressed satisfaction with the progress made across various sectors of bilateral engagement and agreed to explore new avenues of cooperation. The two sides also exchanged views on regional and international issues of mutual interest.
3. During the visit Secretary (East) also called on the Cambodian leadership. On March 23, 2026 Secretary (East) had a courtesy meeting with H.E. Prak Sokhonn, Minister of Foreign Affairs & International Cooperation, Kingdom of Cambodia to discuss various areas of bilateral cooperation between India & Cambodia. On March 23, 2026 Secretary (East) also called on H.E. Phoeurng Sackona, Minister of Culture and Fine Arts, Kingdom of Cambodia and discussed the progress in the ongoing India-Cambodia cultural cooperation projects. In Phnom Penh, Secretary(East) also interacted with alumni of ICCR Scholarship and Indian Technical and Economic Cooperation Programme.
4. During his visit to Siem Reap, Secretary (East) visited Asian Traditional Textile Museum (established with Indian assistance under the Mekong Ganga Cooperation) as well as the Ta Prohm Temple, site of an Indian assisted conservation and restoration project.
5. Cambodia is an important pillar in India’s Act East Policy and Vision of the Indo-Pacific. Cambodia is also a key partner of India in the Global South.
