INDIA- JAPAN JOINT VISION

Will the Minister of EXTERNAL AFFAIRS be pleased to state :-

(a) the main areas of cooperation outlined in the India-Japan Joint Vision for the next decade adopted in August, 2025;

(b) the manner in which these initiatives are expected to support India’s economic engagement with the Global South;

(c) the framework developed for capacity building, skill development and industry collaboration; and

(d) the manner in which the Joint Vision seeks to enhance people-to-people engagement and State Prefecture level cooperation between the two countries over the coming decade?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a) During the 15th India-Japan Annual Summit that took place on 29 August 2025 in Tokyo, the two Prime Ministers released the Joint Vision for the Next Decade across the eight sectors of economy, economic security, mobility/infrastructure, ecological sustainability, technology and innovation, health, people-to-people exchanges and State-Prefecture partnership.

(b) The Joint Vision aims to advance bilateral cooperation to strengthen economic relations with the Global South and harness its growth potential in line with our vision of Mutual and Holistic Advancement for Security and Growth Across Regions (MAHASAGAR). This includes the promotion of private sector-led businesses and investments in India and the robust concentration of Japanese companies in India as a hub for invigorating business collaboration with other countries in South Asia and Africa.

(c) The Next Gen People-to-People Partnership in the Joint Vision includes the Action Plan for India-Japan Human Resource Exchange and Cooperation which targets an exchange of more than 500,000 personnel in both directions in the next five years, including 50,000 skilled personnel and potential talents from India to Japan. Capacity building and skill development are an important focus of the Action Plan and will be furthered through collaboration in vocational training, internship programs, exchanges of researchers and students and promoting Japanese language education in India.

The Joint Vision consists of several initiatives to enhance industry collaboration. The India-Japan Economic Security Initiative provides momentum in strengthening supply chains of key goods and materials, which foster market diversification and advance cooperation in cutting-edge technologies. The Next Generation Mobility Partnership envisions comprehensive cooperation in the fields of infrastructure, logistics and mobility, and serves the vision of Make in India for the World. Cooperation between Small and Medium Enterprises (SMEs) will be fostered through the India-Japan SME Forum that was launched on 21st November this year. Collaboration between businesses including start-ups in sectors as wide-ranging as space, agriculture, clean energy, pharmaceuticals and biotechnology is also covered under the Joint Vision for the Next Decade.

(d) The Next-Gen People-to-People Partnership under the Joint Vision for the Next Decade recognises the historical linkages and cultural affinities between India and Japan and seeks to realise the potential of our human resources in bridging our respective economic and demographic challenges. People-to-people contact and cooperation will be promoted through the Action Plan for India-Japan Human Resource Exchange and Cooperation, promoting exchange of skilled personnel, researchers and students, and facilitating greater bilateral tourist flow. The same will be promoted at the State/provincial level between Indian States and Japanese Prefectures by building on complementary resource endowments and historical connections, promoting commercial and business partnerships, and State-Prefecture level delegations.
