Will the Minister of EXTERNAL AFFAIRS be pleased to state :-

(a) whether the e-Sanad portal for online document verification, attestation and apostille has now been fully operationalised across all issuing authorities and MEA Branch Secretariats;

(b) if so, the current number of applications processed through the system since its launch;

(c) the average timeline presently being taken for document verification and issuance of digital attestation/apostille under e-Sanad;

(d) whether any technical, procedural or coordination-related challenges have been reported by issuing authorities regarding real-time verification of uploaded documents; and

(e) if so, the steps being taken to streamline the verification workflow?

(a) The Ministry launched e-Sanad portal in the year 2017 with the aim of contactless, faceless, seamless, economic and efficient online attestation & apostille services. The Ministry is progressively encouraging integration of more Document Issuing authorities (DIAs) and State/UT’s Governments for digital verification of documents on e-Sanad portal. Recently MEA Branch Secretariat, Chennai has also been authorised for rendering services directly to applicants through the e-Sanad portal.

(b) A total number of 10,17,420 documents have been processed for attestation/apostille till 30.11.2025. The data for both attestation and apostille services rendered is placed below:

(c) The processing time of verified documents received from State Government and DIAs for attestation/apostille at MEA takes around 2-3 working days, following which documents are dispatched at applicant’s Indian postal address.

(d) No major procedural or coordination related challenges have been reported by DIAs regarding verification. Technical issues, whenever highlighted, are taken up and resolved by the NIC team that operates the e-Sanad portal at the earliest to avoid any disruption in service.

(e) e-Sanad has been linked with Digilocker as well, wherein verification is done in real time for documents that can be fetched from the Digilocker database. Such documents are directly received at MEA and processed quickly for early delivery of service.
