IMPACT EVALUATION OF DEVELOPMENT ASSISTANCE AND LINES OF CREDIT

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) whether Government has conducted any impact evaluation of development assistance and Lines of Credit extended to partner countries, including trade gains, strategic leverage and project completion rates; and

(b) how such evaluations influence future allocation and diplomatic prioritization?

(a & b) Development cooperation has been an important component of India's engagement with partner countries. India has undertaken a number of overseas development projects through Lines of Credit and grants. The projects cover a wide range of sectors such as water, power, railways, roads, agriculture, education and healthcare. A large number of projects have already been completed; remaining are under various stages of implementation. Suitable review mechanisms have been put in place to ensure early completion of projects.

Lines of Credit are governed by the Indian Development and Economic Assistance Scheme (IDEAS) of the Department of Economic Affairs, Ministry of Finance. Exim Bank of India undertakes impact assessment of completed projects from time to time.

India's development partnership is based on a consultative and demand-driven model, focused on addressing the priorities of partner countries. It has given a boost to ‘Brand India’ abroad, and has also strengthened the ‘Make-in-India’ Initiative.
