Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) the number of Memoranda of Understandings (MoUs) signed during the Prime Minister’s foreign visits since 2021, year-wise and country-wise;

(b) the details of such MoUs, including defence, energy, trade, technology, infrastructure, health and education, sector-wise;

(c) the current status of implementation of these MoUs, indicating the MoUs fully implemented, partially implemented, or remain unimplemented;

(d) the reasons for delay or non-materialisation of MoUs that have not progressed beyond signing; and

(e) whether Government has undertaken any review or monitoring mechanism to track outcomes of MoUs signed during high-level visits?

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS

(a to e) A total number of 236 Memoranda of Understanding (MoUs) have been signed during the foreign visits of the Prime Minister since 2021. A statement containing details thereof, including the name of the partner country, year of signing and sector, is enclosed. The status of implementation of these MoUs, including reason for delay, if any, is regularly monitored by the concerned Ministries/Departments. These MoUs are also reviewed bilaterally through various established mechanisms, such as Joint Working Groups (JWGs), Joint Commissions for Cooperation (JCCs) etc., under the MoU as well as through other bilateral dialogue mechanisms.
