Will the Minister of EXTERNAL AFFAIRS be pleased to state:
(a) the details of integration of e-Migrate portal with Common Services Centres (CSCs) to expand services at the grassroots level;
(b) the facilities provided under the portal for grievance redressal, multilingual access and 24×7 helpline support for migrant workers abroad;
(c) the status of integration with DigiLocker and digital payment systems to enable secure and paperless processing;
(d) the number of workers registered on the e-Migrate portal during the last three years, year-wise; and
(e) the monitoring mechanism in place to prevent exploitation and ensure welfare of Indian workers abroad through the portal?

(a to e) The eMigrate portal, which facilitates emigration process of Indian nationals holding Emigration Check Required (ECR) passports seeking employment in any of the notified ECR countries, makes the emigration process fully digital, transparent, safe and humane. It seamlessly brings all stakeholders, including Foreign Employers (FEs), registered Recruiting Agents (RAs) and the prospective emigrants on a common platform and also enables capturing a comprehensive database. A dedicated helpline and support system is also available to assist emigrants and other stakeholders to address any query/issue. The advisories/alerts on fake job offers and fraudulent/illegal recruitment agencies are also hosted on the portal.
Common Service Centres (CSCs), which are operated by Village Level Entrepreneurs (VLEs), serve as access points for delivery of Government-to-Citizen (G2C) e-services at the grassroot level. The integration of CSC with e-Migrate allows the CSC to register job aspirants, specifically from rural and remote areas, on e-Migrate, submit their application for Emigration Clearance (EC) for employment in ECR countries, tracking their EC application, purchase of Pravasi Bharatiya Bima Yojana (PBBY) policy, submission of grievances and their redressal. The integration also allows multi-lingual access and 24x7 helpline for Indian workers.
Digilocker is integrated with e-Migrate portal. The portal is also integrated with SBI ePay and PayU gateways, for online payment towards services available on e-Migrate.
Ministry maintains data in respect of Indian workers, holding Emigration Check Required (ECR) passports, proceeding for employment to any of the notified ECR countries, through e-Migrate portal. The total number of workers who have been issued Emigration Clearance (EC) through e-Migrate portal for employment abroad during the last three years is given below:
