The brave-hearts of Nepal have never flinched from laying down their lives to safeguard India’s dignity and security. To these fearless Nepalis ever ready to martyr themselves for India, I would like to bow in homage. An Indian Field Marshal had an interesting saying: if a soldier says he is not scared of death, he is either lying, or he is a Gurkha. If a Gurkha says he is not scared of death, then it is the truth. Field Marshal Manekshaw used to say this. Such is this land of the brave, and its cultural tradition. Today, I can say that not merely the Nepali people but the whole world that believes in democracy has focused attention on Nepal. And when I say focused on Nepal, I mean focused on you all, assembled here in this hall. The world that believes in democracy is looking at you with expectation. You might believe that, sitting in this assembly, you are discussing the drafting of the Constitution, its various strands, as also the interests of different sections of society. But this is not all: you, instead, have the good fortune to fashion a Constitution. I can look at this episode from another perspective. At some point in the history of time, our seers and sages created the Vedas, the Upanishads and the Samhitas that have been the guiding lights for us to conduct and organise our lives for thousands of years. In a similar vein, a nation’s Constitution is given birth in the manner of a Samhita for our times. It is the Constitution through which an era is shepherded and shaped. What the seers did once upon a time with the Vedas, Puranas and Samhitas, you are, in a way, doing the same by composing a new Samhita. And, therefore, you who have been given this good fortune, I honour and congratulate!
